Compare organization and zone exactly. Compare destinations as pairs, not independent sets. Compare
capabilities by scope + activity_code + catalog_item_code + accepted_units, including schema and
catalog versions. Missing, extra, or version-drifted values block preparation before a write.
For a complete-catalog grant, supported-but-ungranted capability testing is not_applicable and the
separate unsupported-input validation probe applies. See Negative tests.
